Hello Mr. Branscomb,

Watcher Procedures

First, thank you very much for your email and the documentation. As you alluded to in your email, we ask that you please bring your Certificate of Appointment and Oath of Watcher with you to Denver polling locations. Denver has a Certificate that is signed by Amber, which I intend to get to you by the close of business today, if that’s alright. Once you enter your first polling location in the City and County of Denver, you will speak with the Supervisor Judge and he or she will administer the oath to you then.

Once you sign your oath at the first location, you’re good to go anywhere in Denver with that Certificate. You will simply display it to each site’s Supervisor Judge and sign the observer log to begin watching. Election Judge Schedules

Secondly, you asked about our schedules. I am attaching our “Gold Standard” calendar, which outlines the dates, times, and locations of our VSPCs and drop-off locations. We instruct our VSPC judges to appear at the VSPC 90 minutes early the first day, 30 minutes early every other day, and 60 minutes early on Election Day.

As for our remaining processes:

receiving and scanning of ballot packet envelopes – We started this Wednesday, October 19 and expect the judges to begin work at 10:00 AM each day.

signature verification - We started this Wednesday, October 19 and expect the judges to begin work at 10:00 AM each day.

opening of ballot envelopes – This will begin October 25 at 8:00 AM (these judges tend to work every other day because of mail flow. But we expect they will work every day beginning November 1)

scanning of ballots – This will begin October 26 at 8:00 AM (we scan as the ballots build up)

duplication or adjudication of selected ballots – Adjudication will also begin October 26 at 8:00 AM and we duplicate as necessary.

UOCAVA receipt and duplication – We are currently receiving UOCAVA ballots. We will begin duplicating them on the October 26.

processing of provisional ballots – We will begin processing provisional ballots after the 8 day cure period ends, which is November 16.

timing transfer of ballots from VSPCs and drop boxes if not every day – This will occur every day.

post election audit – The post election audit is not currently scheduled, but we are looking at times during the week of November 21.

canvass board meetings, including the intended certification date and time – The canvass board is not currently scheduled, but we are looking at times during the week of November 21.

As you know, our central count location is located at 200 W 14th Ave, Denver, CO 80204.

The Gold Standard and the above dates and times are our election judges’ schedules. Thus, I do not believe it is necessary to treat this is a CORA request, if you’re ok with that. But if I have unsatisfactorily answered a question please just let me know.
